    | 1. Preheat oven to 350°F. | 2. For crust: In a medium bowl, beat butter with electric mixer on medium to high speed for 30 seconds. | 3. Add 1/4 cup granulated sugar; beat until combined. | 4. Beat in one cup of flour and half of the nuts until crumbly. | 5. Press mixture into bottom of ungreased 8x8x2 - inch baking pan. | 6. Bake about 10 minutes or until golden brown. | 7. Meanwhile, in another medium bowl, combine eggs, 3/4 cup granulated sugar, 2 tablespoons flour, orange peel, orange juice, lemon peel, lemon juice and baking powder. | 8. Beat on medium speed about 2 minutes or until combined. | 9. Pour mixture over crust. | 10. Sprinkle with remaining nuts. | 11. Bake about 20 minutes or until edges are lightly browned and center is set. | 12. Cool in pan on wire rack. | 13. If desired, sprinkle with powdered sugar. | 14. Cut into bars. | 15.
