Sauté 5 minutes. | 4. Add the water, sugar, cayenne and nuoc nam. | 5. Simmer 5 minutes. | 6. Puree. | 7. Return to pot. Re-heat. | 8. Top with the green onion, peanuts and cilantro, to taste. | 9.
