    | 1. In small bowl stir together the tomato sauce& salsa. | 2. Using about 1/2 of the sauce mixture brush both sides of tortillas. | 3. Stack on a plate & set aside. | 4. This helps tortillas to soften. | 5. In a large skillet cook beef over med heat till browned about 5 minutes. | 6. Stirring occasionally. | 7. Place meat in a colander & rinse under hot water; drain well. | 8. Wipe skillet with paper towel and return beef to skillet. | 9. Stir in refried beans, onion, garlic, chili powders cumin & pepper. | 10. Cook stirring for 2 minutes or until heated through. | 11. Preheat broiler. | 12. Spoon about 1/4 cup of mixture down center of each tortilla. | 13. Roll up tortillas & place seam side down in 10x6x2-inch baking dish. | 14. Top with remaining sauce mixture. | 15. Broil 4 inches from heat about 5 minutes or until browned. | 16. Sprinkle with cheese. | 17. Let stand 5 minutes before serving. | 18.
