    | 1. Preheat oven to 400F (205C). | 2. Line potatoes on bottom and up sides of a greased 8 x 12-inch casserole dish. | 3. Bake uncovered for 10 minutes. | 4. Brown beef in large chunks; drain. | 5. Add chopped onions, cook until transparent. | 6. Place beef, onions, broccoli, and tomatoes in potato shell. | 7. Combine soup, milk, 1/2 cup cheese, garlic powder, worchestershire sauce and pepper; pour over beef mixture. | 8. Bake, covered, for 20 minutes. | 9. Remove from oven and top with remaining cheese, bake uncovered 2 to 3 minutes more, or until cheese has melted. | 10.
