    | 1. Peel carrots and cut into thin slices (crosswise at a slant). | 2. Place in a saucepan with the soda water, wine, 1/2 teaspoon salt, and sugar. | 3. Cover and simmer for 25 minutes or until tender. | 4. Meanwhile, cut the meat into very thin slices (which is easier to do if it is slightly frozen). | 5. Heat the vegetable oil and saute the onion about 5 minutes. | 6. Add the beef slices; cook for 5 minutes, stirring often. | 7. Season with 1/2 teaspoon salt and 1/4 teaspoon white pepper. | 8. Add the meat and onions to the carrots. | 9. Mix carefully. | 10. Stir in the cream gradually while stirring. | 11. Heat through but DO NOT allow to boil. | 12. Correct seasonings if necessary. | 13.
