    | 1. Combine first 4 ingredients in medium saucepan. Bring to a simmer, and cook for 10 minutes (do not boil!). Keep warm over low heat. | 2. Heat oil in large nonstick skillet coated with the cooking spray over medium heat. | 3. Add chicken, onion and garlic. Saute 5 minutes or until chicken is lightly browned. Add bell pepper and tomatoes, saute another 3 minutes. Add rice, and cook for two minutes, stirring constantly. | 4. Stir 1/2 cup broth mixture into chicken mixture and cook until most of the liquid is absorbed. Add remaining broth mixture 1/2 cup at a time, stirring constantly until each portion is absorbed before adding the next (approximately 30 total minutes). | 5. Stir in 1/2 cup water. Add shrimp, mussels, and clams. Cover and cook for 10 minutes or until mussels and clams open, and the shrimp are done. Discard any unopened mussels and clams. | 6.
