In a meidum size bowl, comgine the rice flour and all purpose flour, sugar, baking powder and salt. Stir in corn. | 4. Blend in cilatro water mixture. | 5. Heat oil in wok to 375 degrees or until a 1 inch bread cube turns golden brown in 50 seconds. | 6. Drop mixture by tablespoons into oil. | 7. Fry until golden brown on each side, turning as needed.
