    | 1. In hot oil in Dutch oven, brown beef cubes well on all sides. | 2. Remove and set aside. | 3. Add chopped onions, green peppers and celery to Dutch oven and saute until tender- about 8 minutes. | 4. Return beef to pan. | 5. Add parsley, garlic, tomato sauce, wine, bouillon cubes, salt, pepper, thyme, bay leaf and 2 cups of water. | 6. Bring to boiling. | 7. Reduce heat and simmer, covered, 1 1/4 hours. | 8. Add vegetables (except tomato) and simmer, covered, 1 hour longer or until tender. | 9. Remove from heat. | 10. Skim off fat. | 11. Mix flour with 2 tablespoons cold water and stir into beef mixture. | 12. Arrange tomato wedges, skin side up, on top. | 13.
