    | 1. Preheat oven to 450 degrees F or grill to medium-high. | 2. Sprinkle both sides of steak with garlic powder and pepper; cut in thin strips. Combine steak strips and pepper strips with teriyaki sauce. | 3. Center one-fourth of the steak mixture on each sheet of foil (12x18-inches each). | 4. Bring up foil sides. Double fold top and ends to seal packet, leaving room for heat circulation inside. Repeat to make four packets. | 5. Bake 12 to 15 minutes on a cookie sheet in oven OR grill 7 to 9 minutes in covered grill. | 6. Serve immediately over rice. | 7.
