    | 1. Clean fish and sprinkle with salt. | 2. Let stand about 15 minutes and drain well. | 3. Fry in hot oil until brown and set aside. | 4. Saute garlic,ginger,onion and papaya until papaya is half cooked. | 5. Add salt and hot pepper and mixture of vinegar,water,sugar,soy sauce and flour. | 6. Cook until liquid thickens and the papaya becomes tender. | 7. Place fried fish on a platter and pour over it the gravy mixture. | 8.
