    | 1. Sprinkle beef with salt and pepper. | 2. Heat 2 tablespoons of oil in large pot until hot. | 3. Working in batches, brown beef on all sides. | 4. Drain and transfer to plate. | 5. Heat remaining tablespoon oil in same pot over medium-high heat. | 6. Add onions and saute until tender and golden brown. | 7. Return beef to pot. | 8. Add cloves, garlic,cinnamon sticks, bay leaf and dried red pepper; stir 1 minute. | 9. Stir in milk, tomatoes, chutney, lemon juice, ginger,curry powder and salt; bring to a boil. | 10. Reduce heat. | 11. Cover,and simmer until beef is tender, about 2 hours, stirring occasionally. | 12. Remove meat to platter; cover and keep warm. | 13.
