    | 1. Prepare the rice using 1/2 cup more of water. When ready set aside. | 2. In a fryer pan mix oil, onion, garlic, salt and pepper in a medium heat until the onion is tender. | 3. Add tomatoes and tomato paste and keep in medium heat for about 7 minutes. | 4. At this point add the groundbeef and fry it well. If the mix is too dry add some water and let it boil. | 5. Add the raisins and cook for 3 more minutes. | 6. Use a 9 x 9 inch pan to make the pie spraying oil before to press the first layer of rice. | 7. Spread the groundbeef mixture over the rice and cover with another layer of rice pressing firmly. | 8.
